[ANN] Pharo1.0-10515-rc3dev10.03.1 - Win32 Installer

Looks like I missed to rebuild the setup at the beginning
of march for RC3.  

However, here it is [1] bundled with the new 4.0.1 VM [2].
It is also up on the download page [3]. Any plan/timeframe
for an RC4?

The plan is to have RC4 within the next days.
