[ANN]: TextURL in Pharo 4.0

I made a small extension to NewExternalWebBrowser to launch an external browser when TextUrls are clicked on. I renamed and released it as ExternalWebBrowser2, and copied the config into the MetaRepoForPharo40.

Indeed open links in external browser is so common that should be a core feature.
