BUG: Key Bindings UI XPSP2

In a new workspace select the menu Help\Key Bindings.  The window opens
tall, but the display is cutoff, if the window is manually resized the
display expands to its proper size.  You can see an image here
http://www.cjd77.com/temp/D6/D6Keybindings.JPG .  The same problem happens
when Key Bindings is launched form anywhere.  It looks like a layout
problem.
