[Bug] ? StaticRectangle not drawn properly in VC upon resize

Hi,

If you drop a StaticRectangle onto a shell/dialog view and drag the
StaticRectangle view to resize it, its border doesn't render properly.

Incidently.. does anyone actually use a StaticRectangle?

Thanks, recorded as #1607.

The development system uses them occassionally for etched horizontal lines,
particularly in wizard style dialogs.
