Class MemoryPolicy to be obsoleted

Hello, in the next release the class MemoryPolicy will be provided as an
obsolete package only.  Users should migrate their custom memory
policies to the default memory policies provided with the system.
Specifically, it looks like Jun and COAST will need a few changes to
take advantage of the much improved memory policies currently in use.
