Com Interface registration

A short question:

Can I use Dolphin for registering a ComInteface in the windows registry
without having the .tlb or  .dll?

I am moving my Dolphin Development Env to a new machine and I forgot
those files but I have the .pac with the subclass of IDispatch on it.
