Dolphin 4, Windows 2000, new account, *.img association issue...

I created a new user account on a Windows 2000 machine.  Dolphin 4 had
previously been installed on this machine, and I can use it under my
account.  When I try to open an image by clicking on the *.img file in this
new account I get the following dialog:

Dolphin Smalltalk: Image version mismatch
---------------------------
The image 'D:\My Documents\Users\newuser\Dolphin Smalltalk 4.0\Default.img'
was saved by a version 2000.4.x VM, but this VM is version 99.3.0.6
The image may not load and will probably not run successfully
Do you want to attempt to load it in any case?
---------------------------
Yes   No
---------------------------

It seems to be using the old VM to try to load the file.  This is not a
problem under my admin account (which I used to install 4.0).  Dolphin 3.0
had been previously installed on this machine.  The new user account was
created after Dolphin version 4.0 was installed.  It seems as though the
machine default association for *.img files may not have been globally
updated for version 4.0.

I can fix this manually, however I wonder if this should be changed in the
distribution files, or is this is by design?

Well it is by design in so far as Dolphin expects to be installed on a per
user basis. You'll only get the shortcut icons and the file type
associations if you run the installer for any particular user. The easiest
thing to do is to run the install again (to the same directory). You won't
waste much space because the common files are shared. You will, however, get
a new default image for the new user.
