still waiting for download to become available from
http://www.cincomsmalltalk.com/main/developer-community/non-commercial/non-commercial-download/
use the following workaround (supposing You have some previous version of visualworks nc installed)

just start an install.im

Thank you for drawing that to our attention. It's fixed now. We do hope to have the ability to download available again very soon.
