Background:
Soon after Penelope came alive, I tried registering with an email address that had a dot in it, before the fix was put into place.  Just recently I tried registering the same username with a different non-dot email address, and it still didn't work.  So then I thought that perhaps the account had originally been created but it was just the notification email that failed to send.  

So after some "hunting" I found the Password Reset facility on Fogbugz, and it sent a reset email to my original email-with-dot address (which confirmed my hunch).  It would have simplified things if Penelope was linked directly to the Password Reset.
