Modified the Configuration Browser basic layout.
Add a description pane in the Configuration Browser.
Add a button with "Show Details" caption to fill the description pane.

The following needs fix or improvements:

When a package in the MetacelloBrowser packages list is selected and the button is clicked, it retrieves the Configuration metadata from the project catalogs website https://ci.inria.fr/pharo-contribution/job/PharoProjectCatalog/HTML_Report/?. HTML elements are removed.

THIS IS NOT HOW IT SHOULD WORK. But this SLICE provides the basic code template to work from now on. See discussion "It would be too expensive to add a description for packages in Configuration Browser?"
