Are ESUG 2019 and IWST 2019 to different conferences running in parallel? One
is independent of the other?

The ESUG list might be a better place to ask than here on the GLASS
list, but my understanding is that IWST is a sub-conference (or possibly
a "track") of ESUG. If you register for ESUG you can attend both, and
there is no way to register for IWST independently.

IWST consists of peer-reviewed papers and publishes a formal
proceedings, while the rest of ESUG does not.
