We have no explanation at the moment ... As Stephan already say, there are usually more applications that slots available.
The problem is not be rejected, but to be rejected since 3 years (in 2014 with Squeak and in 2015 only as Pharo).

Thank you to all of you for proposing ideas and projects.

I'm not sure this is a matter of being mainstream. Some very small
projects are supported.

I didn't see Ruby in the list of gsoc org this year (only Python is supported).
SciRuby is selected apparently:

It is nice to have a good list of topics. We should encourage students from all over the world to work on
