Google Summer of Code 2013

Hi Everyone,

So Google's "Summer of Code" is returning for 2013, and this is a great opportunity for Squeak to receive some focused development work.

I am not sure how Summer of Code planning occurred last year, but I figured I would ping the list with the news and hopefully start some conversations about the coming summer. There's no such thing as starting too soon.
