Question:
"What is the next physical, down to earth action that need to be done
to get this issue resolved?".
Actually, adding a statement about that to the report alone would help
*a lot*. You
don't need to do anything, just write down what should be done next.
And magically, often the next step is trivial. The report links to a
website which has
a changet? The next step is to attach it to this report.
The report describes that method x and y in Class Z need to be removed?
add a changeset (or a slice in the inbox) to do that.
