[Idea]A 3 in 1 Smalltalk Application Manager

Hi, everyone!
A platform(maybe even dialect) independent runner, installer and updater for parcel/package/bundle or even plain text based application deployments.
It's said that a picture is a thousand  words, so I draw a picture. Please take a look at it.
I know it's not too difficult to implement though I'm not a real programmer and not familiar with the system-level code in CST(VW+OS).
