Independent Contractor to develop Site

I am looking to hire an independent contractor to develop a site for a to be non profit Organization.

Things that will be considered as a prerequisitive:

Good knowledge of Pier. :)
The ability to find and use a good Database, for example Gemstone. Open source Databases will be prefered but
the site will rely heavily on matrix computations which should give the result in real time. So, It is important that the database connects to a C programm for example for the computations. I dont know yet where it will be hosted. If it will be hosted in my own server, I think that the use of Cuda, cublas would be prefered but I am open to suggetions.

One of the work that will have to be done is to put the Wikipedia encyclopedia english dump into the database.

   This site will be supposed to be an improvement of Wikipedia that will have some of the properties of Knol.google.com and much more. It is intended to be a non profit organization that will not use advertisements, so the initial budget is very limited until the site becomes known.

I havent decided yet if i will use Pier as a more obvious option is to use Mediawiki which looks like it will be cheaper.
   
I believe that many of you would find the concept very interesting but I cant say more right now.
