Thomas - We have not certified EMSRV for Windows 8 or 8.1. However we know of no reason it should not work on Windows 8/8.1. The certification will be done soon and we will update the System Requirements page when this certification is complete. Sebastian is correct that none of the Home editions of Windows (XP, Vista, 7, and 8) support 'server-like' functionality (which includes group policy support). It may be possible to do what you want by editing the registry, but I advise against it and can give you no guidance on how to do it.
