InternalEncodedStreamConstructor and append streams

Why does InternalEncodedStreamConstructor not support any of the #appendStream variants (#appendStream, #newReadAppendStream, and #readAppendStream)? Is there a technical reason for this? Or is it something that just hasn't been done yet?

What would it take to support this?
