For 2.3.x and 2.4., the problem shows up in GLASS 1.0-beta.8.7.

The 'dirty pacakges' were not present in GLASS 1.0-beta.8.6

Reverting the package sets things set right ...

Monticello.g-DaleHenrichs.427 is the version of the Monticello package in  
GLASS 1.0-beta.8.6 (where the problem does not exist)...
