Issue 4435 in pharo: initializersEnabled

This patch adds a possibility to disable evaluation of initializers part  
during loading of Monticello package. In some cases it may be handy and it  
is necessary for Morphic initialization in the Pharo-Core building process  
from the PharoKernel.
