ToolSet is deprecated in 1.4 (will be removed)

Use
Smalltalk tools instead.

We should check all the references if any to ToolSet and fix them

ToolSet has four references
- StandarToolSet class >>initialize
- StandarToolSet class >>unload
   both in Deprecated13 category. nothing to do.
- ToolRegistry>>browseDirectToolReferences
   as a symbol in a utility method. nothing to do.
- ContextPart>>doPrimitive:method:receiver:args (scary part!.)
   replace ToolSet with Smalltalk tools
