We should remove half of the annoucements in SystemAnnouncement (so that we  
do not deal with private one the way it is). What we should have is two  
announcers

Announcer announcePublicly
        should send two announcements

the private one only one.

I should have enter this issue when it was clear in my mind. geessshhh.



Igor I will have a look and sketch something and we sit friday afternoon  
and do it for real

first
        - changed all the tests to not refer to Internal annoucements anymore,
        - checked and fixed all the methods in the two hierarchies
        - started to introduce another announcer in SystemAnnouncer
                        SystemAnnouncer current
                        SystemAnnouncer private.

New version cleaning a bit more.
Now I will try to apply it in a RPackage image to see...

The second version was tested on RPackage. Now waited from Benjamin to know  
if the fixes work with Nautilus.
We should remove Internal hierarchy
