Drop pre- and -postfix from the announcement names, for better naming and  
in line with the philosophy that Announcements are actions.

Requires changes in external users :/

Where is the external repository containing the "built-on-top of events"  
SystemAnnouncement package btw?
We'd need to commit these changes there to keep it loadable in 1.3/1.4, yet  
consistent with the API we hope to provide in 1.5
