New issue 5401 by [hidden email]: [RPackage] renaming an extension  
to an unknown package raises an error

you have a package and you want to rename an extension to another package  
(but this one does not exist yet)...
you can get an error.

Else SystemNotifier seems bogus because sometimes the category is nil.

Actually, it does not explode, but it does not declare the extension in the  
new package either.  So I let this open.
