is shown in a new line (see attached screenshot)

Pharo image: Pharo1.4 Latest update: #14437
Virtual machine used: MacOSX Pharo VM 6.0-pre (21.0)

Steps to reproduce:
1. Hover with the mouse over any UI element, that brings up a tooltip. For  
example the window control buttons on top of each window.
2. You will see that the last character of every Tooltip is shown in a new  
line, regardless of how long the actual text is. See attached screenshot  
for an example.

And which is the expected behavior?  make the tooltip size depend on the  
text?

The expected behavior would be to only wrap the line between words, not  
within words.
The tooltip size already depends on the text. And it also shows the last  
character in a new line, if there are only two characters. See screenshots.
