by adding non-latin1 range characters one can easily break the changes file!

yes.
.changes and .sources should be utf-8 encoded.

we should make sure it is like that in 2.0 release.

Errr, has anything changed recently?
IIRC, those files have been correctly utf8-encoded since before 1.0 was  
released...
