This is a mess.  There is a package MonticelloMocks, which mixes package  
and categories, and now RPackages.

I've fixed every reference to Monticello-Mocks to MonticelloMocks, and  
after some cleanup tests are green.

I'll provide a slice asap

Slice in inbox :).  This makes all tests green over and over :D.

Now there is another problem with the PackageInfo instance registered for  
Monticello-Mocks, but that's another thingy.
