It seems that the very latest VM that I downloaded this evening are OK:  
they (again) include the SSL Plugin.

Although the SSL plugin is now in the official VM as downloadable from

http://ci.lille.inria.fr/pharo/view/Cog/job/Cog-VM/Architecture=32,OS=linux/lastSuccessfulBuild/artifact/Cog-linux.zip

it is either not used on the build server, or one of the required libraries  
is still missing preventing the plugin from running correctly (32-bit  
openssl libs).

This is *REALLY* annoying: it means that none of the SSL tests run on  
Linux, while we are shipping Zodiac. The silly thing is that it just works  
and has been working for quite some time.
