Issue 7082 in pharo: MNU when typing a closing quote as SmartCharacter

New issue 7082 by [hidden email]: MNU when typing a closing quote as  
SmartCharacter

To reproduce:

1. in a workspace, type ' (single quote)
2. the result will be '| ', with the cursor at the bar
3. type something, e.g. "test" (without quotes)
4. delete space before the closing single quote using the "Delete" key
5. type the closing quote, ' , to advance over it
6. results in MessageNotUnderstood:NOCController>>bookCharacter:

Note that you get the same result if using the double quote (") as a  
SmartCharacter.

Pharo 20424, one-click, Windows, CogVM 4.0.0

This is not an issue in 20483. There are no senders of #bookCharacter:
