The tests in the Tests pacakge are run double

in the workspace, there is an xml for the package:

Tests-Test.xml

as well as xml files for each category, e.g.

        Tests-System-Test.xml

update 20485 improved the situation already

11,047 instead of 17,971.

But nevertheless, the tests of the Tests package still are run twice.

ha! real problem is that HD package is still using old PackageInfo, we need  
to change to RPackage
