1- take latest image
2- add 'http://ss3.gemstone.com/ss/FileSystem-Git/' repository to monticello
3- try to load System-Hashing-CamilloBruni.20
4- you get a 'cannot remove non-empty category System-Hashing-Core'


It was working in #20521
