Manifest classes of uncommented packages are reset their class comment. So now uncommented manifests indicate uncommented packages. And duplicated comment stubs are removed.
For commented packages the description method string is moved to manifest comment.

#packageComment and #packageComment: methods are changed to use class comment logic.
And they are moved to Manifest package.

In addition #classCommentBlank is overriden by PackageManifest with:
