Since the inception of UTF8 .st's, the convention has always either been BOM-marked UTF8, or MacRoman (more realistically, it's ascii subset). So while this change might result in some invalid utf8 messages on importing certain old change files, it would be more important to verify that the BOM-marker is still added when exporting as UTF8, to avoid creating ambiguity where previously none existed.
