It is no longer possible to add packages to repository.

To reproduce:
* open Monticello Browser
* open context menu on any repository
* select "Add to package..."

I expect that it will take some time for people to migrate, so this should either work, or an error should popup that states "Pharo 7 no longer supports Monticello, please switch to Iceberg" or something...
