DelaySpinScheduler was carried forward from the old delay scheduling hierarchy as a bit of an afterthought and it seems I did it too quickly and broken something. A few people have reported problems with it.

Compounding the problem is that previously saved "settings" will have recorded that DelaySpinScheduler was previously the default and try to reinstate it, replacing the default DelaySemaphoreScheduler. The has a high chance of confounding reports and troubleshooting.

however DelaySpinScheduler is not essential and mainly served as an example, and rigth now I don't have time to get deep into something that is not essential. So with Pharo-7 in release-candidate stage, the pragmatic thing is simply to remove DelaySpinScheduler.
