My wish is to fix metacello to correctly load specified versions without relying on projectClass?
Maybe it is only me but I never knew about projectClass and the reason is because baseline works without it. I think nobody can expect that it does not work in particular image state when another project version is already loaded into the image.

Now we can't really rely on Metacello because there is a big chance that dependant project is not aware about this stupid detail.

Another idea is to break loading with appropriate message when #projectClass is incorrect. It should be explicit mistake. Now it is hidden issue of many projects
