Minor PB bug

In the PB (and the SB too, I imagine) when the '$' root is selected, all
packages are shown in the lower pane, including those which do not lie
below '$' in the tree.

BTW, how difficult would it be to make the root of the package tree be
configurable (but defaulting to the location of the image, as present) ?  I
*never* save my own packages in an image-relative spot, and the only reason
that I save the OA packages image-relative is that there is no easy way to
make them not be so.
