Minor PackageBrowser bug

Hi,

If multiple packages are selected in the PB and then a single selection is
made, the comment workspace does not have a scrollbar.

I did some experimenting, and in the method
PackageBrowserShell>>updateComment, it appears that if the text is set
before enabling the view, the problem goes away.
