New Class enabled too soon

I thought this was mentioned before but I can't see it in the list?

Unlike D4 you can open up a CHB or a System Browser and end up with no class
selected. In this situation adding a new class attempts to create a subclass
of nil and results in a walkback. I would have thought that the menus and
toolbar should be disabled until a superclass is selected for the new class.

Did this one get missed?. I can't see any mention in the lists and it still
happens in Beta2?

Yes, sorry. We were aware of it, but didn't record it. There are two issues
here:
1) It should be possible to create a new class even with no selection (i.e.
a new subclass of nil); and
2) Why is the browser coming up with no selection (this might have been an
intended change; under what circumstances does that happen).
