New Pharo based on core 10442 - Win32 Installer/VM

The download page [1] now:

 - points to the custom Win32 VM (see [2])
   (PharoVM-Win32-3.11.4-bin.zip)

 - and there is a new Win32 Installer (see [3]) with the latest dev-image
   (setup_pharo1.0-10442-BETAdev09.09.1.exe)

The installer is based on Damiens #10440 release (see [4])
and then updated to newest #10442.
