We already have one since a long time (Pharo 1.0/Pharo 1.1). See

then scroll down to
"Windows Installer 1.1-11411-release10.07.25 (Pharo 1.1 release)"
It's based on NSIS and I will update it to Pharo 1.2
as soon as 1.2 is ready.
Based on my script the Squeak distro now also provides a windows
installer.
