Portable Pharo 3.0 - Does it always contain the latest build

I just started using the portable build download, although I've been running 3.0 latest from both my XP machine and my Windows 8.1 machine.  I noticed that the Portable download contained the latest build at the time 30782 or 3...   Is the portable build always updated to contain the latest build??
