Well you need a macintosh computer and you need to get the SDK
You can register as a iphone developer and pay no fee if you only want  
to use the simulator, not deploy anything on an iphone.
If you want to build apps for deployment then it's $99 and lots more  
paperwork, but for your needs you just want the free part.

http://developer.apple.com/iphone/program/start/register/

After installing the XCode SDK, look for the iPhone Simulator.app
run it and launch mobile safari and type in the URL
