REST packages now in configuration

Hi,

It seems we forgot to add the REST packages for 3.1 to the ConfigurationOfSeaside3
I added them now and also made a package-split for Pharo3 (which also works in Pharo2 but not in Pharo1.4).

I did the same for REST in 3.0 but that happens via ConfigurationOfSeasideRest.

Cool, thank you. Somehow the GemStone packages seem to be missing.

I know, but I will be adding those to the github repo when I finalize the gemstone port
