RTTable does not parse commas inside quotes correcly

The following test is red, because apparently RTTable does not parse
CSV correctly (commas inside quotes should not be considered as
delimiters).
NeoCSV parse this kind of String without problems.

NeoCSV is indeed a more reliable option in some cases.
RTTabTable is now fixed.
