Apparently it works like this now (after #changeScollerTableLayout is  
sent), though with a few caveats.

If the content uses a table layout that uses wrapping then the minExtent  
can never reduce (min extent, without a context area, has many potential  
values in this case anyway). This an an issue with the Morphic layout  
mechanism itself, layout based partly on current bounds, rather than bounds  
that would be imposed, layouts are intrinsically broken for complex  
arrangements.

I suggest this issue be closed.
