What exactly is required to run it?

I guess you need a mail server. What do you need to execute the periodic job? Is it Smalltalk or just bash?

It's a ruby script called from cron: https://gist.github.com/cdlm/f5d046591232b2ab0e73
The server needs a way to send mail from the commandline, that might depend on how it is hosted.
