Regression in #duplicateAllControlAndAltKeys, CTRL+CR will be CMD+M

If the preference "duplicateAllControlAndAltKeys" is enabled, then CTRL+CR will be converted to CMD+M on Windows.

I suspect the bug to be in InputSensor >> installKeyDecodeTable or rather Character >> #allByteCharacters.

Everything is fine with "duplicateControlAndAltKeys" and "swapControlAndAltKeys".
