Release of Test Kritic

I have published my most recent version(actually rather old) of Test Kritic in the public repository.

It can be used in VW versions 7.4.1 and later.

Test Kritic is a code coverage tool based upon the debugger probes. It provides coverage

down to a method block, not just a method.

I was motivated to release this after listening to a recent podcast from James Robertson

about Dead Code where he and David Buck also discussed code coverage tools.
