Removing packages from local store repository?

Hi, I was wondering, what are the exact steps to remove packages from the local repository. BTW, I have been tried the following:

Store -> Administration -> Garbage Collection

However, when I attempt to remove a package, I'm getting the following error message:

Only the image administrator can run a garbage collection

Think different and code well,
